Ukraine has presented an updated fintech company catalog, which includes data from a survey of 150 market participants. Despite the fact that only 9% of respondents currently use blockchain, 40% see it as a promising technology for the development of Ukrainian fintech.
The highest potential, according to respondents, lies in artificial intelligence. The blockchain and cryptocurrency segments remain among the most promising areas for growth: 47% of fintech companies surveyed highlighted this in the "Ukrainian Fintech Company Catalog 2025."
The publication contains the results of a survey of 150 industry players and Ukrainian banks, along with analytics from open sources, including the National Bank of Ukraine, the World Bank, the State Statistics Service, and the Ministry of Finance.
According to the report, blockchain and crypto companies represent only 3% of the overall share of Ukraine’s fintech sector. At the same time, 40% of respondents see blockchain as a promising technology, but only 9% have adopted it so far.
The report also mentions several government initiatives, particularly the launch of a regulatory sandbox for startups in AI and blockchain.
90% of respondents named artificial intelligence as the most promising technology for the Ukrainian market.

Other sectors with strong development potential include payment solutions, digital wallets, open banking, and API-based services.
According to the survey, 43% of companies already use AI, up from 29% last year. Chatbots, cloud services, biometrics, and process automation remain popular, while SWIFT services, blockchain, IoT, DeFi, and NFTs are used less frequently.
Ukraine’s Ministry of Digital Transformation aims to be among the top 3 countries in AI integration into the public sector by 2030.
The country is also working on developing a national large language model and a national AI development strategy until 2030.
