Binance Prepares for a Return to the Philippine Market

Cryptocurrency exchange Binance has announced a partnership with BlockShoals Technologies as part of its preparations for an official entry into the Philippine market. For Binance, this marks the first public step toward returning to the country after restrictions imposed by local authorities.

BlockShoals has received approval to participate in the StratBox program, which is overseen by the Securities and Exchange Commission. The regulatory sandbox allows companies to test financial and digital services under the supervision of regulatory authorities. Under the terms of the partnership, BlockShoals will manage local market engagement, while Binance will provide technological infrastructure, security solutions, operational support, and compliance tools.

Binance stated that it intends to conduct its operations in the Philippines in accordance with local regulations and in close cooperation with regulators. The exchange expects that participation in StratBox will allow it to test a regulated model for providing cryptocurrency services and establish a foundation for obtaining new official licenses in the future. The pilot phase of the project is expected to launch in the second half of 2026. Under the program’s rules, testing must continue for at least two years.

Despite the new partnership, access to Binance in the Philippines remains restricted. The platform is still blocked under an order issued by the National Telecommunications Commission. Previously, local authorities pointed to the exchange’s lack of the licenses required to operate in the domestic market.

The Philippines is considered one of the most promising cryptocurrency markets in Southeast Asia due to the rapid growth of digital payments and strong user interest in blockchain-based services. Against this backdrop, international crypto companies continue to seek opportunities for a legal presence in the country through partnerships with local platforms.
